OSM.

It might not be as simple to use as an ITO map, but I have
Maperitive rules on the wiki [1] that highlight properties without a
postcode in red, and those with in green. Description on my user
page reads "red is node or area with addr:housenumber or
addr:housename but no addr:postcode, and green is the same but with
addr:postcode. Highways as thin black lines." The rules are such
that the red is drawn on top of the green so they stand out more.

You probably need to get an extract of the area you are interested
in. Sample image showing all of Tendring district of Essex [2] - not
up-to-date as for some reason when I tried to update I found there
was an issue with my Osmosis updated extract - not updated since
Thursday afternoon last week.

With Maperitive of course you can zoom in and check the buildings
that still need the postcodes adding.
