The alternate way of looking at it is that the realise that they can't
win in the long run so are collecting new data to release as their
paid for service when the standard postcode database is opened up.
Also as you will know it is impossible to survey a postcode from the
ground (no one puts it on their door) so this new collection of data
still requires their current postcode data.
