[Talk-GB] maxspeed changes

Source:maxspeed was added to a lot of ways by chriscf, such as 
http://www.openstreetmap.org/browse/changeset/7529455
and some either side. I don’t know how many other mappers were using
it before then, or an easy way to see how many UK ways he added the
tag to.

This was based I think on what other countries were doing and had
documented in the wiki. Certainly locally I'd already used
maxspeed:type and the changeset I mentioned above added
source:maxspeed and FIXME:nsl tags. If I were going to have a
source:maxspeed I would have said survey.

It did lead to some discussion on this list in March and more so in
April of 2011, although the discussion seemed to peter out at the
end of the week. I suspect everyone had had their say and no
consensus was reached. At the time there were 552 uses of
maxspeed:type and (globally) 72000 uses of source:maxspeed, so in
the last 18 months it seems that maxspeed:type has probably had more
usage based on the figures Andy quoted.
