[Talk-GB] Active traffic management and speed limits

I am a bit concerned that the variable speed limits with active traffic
management sections are missing the normal speed limit of 70 mph, they
are tagged as maxspeed=signals. 

This page was
http://wiki.openstreetmap.org/wiki/Talk:Key:maxspeed#Special_cases and
in particular the words "and plain maxspeed=* for the "almost always"
value".

With just maxspeed=signals there is no indication of what the limit is
when the lights are off, they never display 70 mph as they are switched
off when no lower limit is in force.

Without this it is difficult for routers to accurately calculate journey
times, or for the satnav to display the normal limit, and warn when you
drift when the big red signs are out.

I would propose, and volunteer, that these sections be tagged as
follows:

maxspeed=70 mph
maxspeed:variable:max=70 mph
maxspeed:variable:min=40 mph ( i have never seen lower)
maxspeed:source=UK:motorway

I think this would be far clearer and far more helpful.

One other small point, do motorways really need to be tagged bicycle=no,
horse=no and foot=no?
