[Talk-GB] cannot update wiki page

I'm trying to update:
    http://wiki.openstreetmap.org/wiki/UK_local_councils
I click on "Save page", type in the captcha code, click on "Save page". 
The browser goes to:
    http://wiki.openstreetmap.org/w/index.php?title=UK_local_councils&action=submit

I then get:
    Could not open socket

I've tried a few times in the last 10 minutes.
