[Talk-GB] Opening times

Hello

I'm defining some spreadsheet formats to be used by English local
authorities in publishing open data.

It has been recommended that we use the opening times format defined here
http://wiki.openstreetmap.org/wiki/Key:opening_hours for a opening times in
a couple datasets.

a) Can anyone point me to any utilities for converting into or out of this
format?
b) Can the format be used where different ranges of times apply to
different activities - all described within a single text field?
