[Talk-GB] Prominent UK Government Sites using OSM

Paul Sladen did a round-up of (mainly) local government sites in a short
session at SotM-13 in Birmingham, and we also had a separate breakout
session where we talked about some of the same things.

I don't know if the information was ever pulled together properly.
