[Talk-GB] Tagging of car parking where you can pay by mobile/phone

There doesn't appear to be a tagging system to include the ever-popular use
of paying by mobile/phone (website, app, automated phone system) for car
parking.

A search on http://taginfo.openstreetmap.org doesn't show anything like
this already in existence (official or not) so here we go.
