[Talk-GB] 3rd Midlands OSM New Year Meetup

I've drafted a wiki page for a meeting along the lines of those we have had
in the past 2 years.

I'm suggesting two locations for now. My personal preference is for the
Leicestershire one, at least in part because I have cased out the area and
it's a little different from the S Staffs area. However, it may be regarded
as too far by West Midlanders. I'm open to other suggestions, although when
I raised the idea of the Swadlincote area in the pub there were a number of
dissensions.
