In NSW, Australia not only are there machines for this .. but some shops 
provide this service.
I prefer the human interaction and use there. But there is no way to tag 
them either.

I'll raise it on the tagging list .. don't expect a solution.

Possibly "public_transport_card" to retain some similarity to the 
"public_transport_ticket".
