The PROWs are issued under OGL.

The Crown Copyright is relevant to the OS map the PROWs have been 
overlaid on in this example *only*.
https://www.oxfordshire.gov.uk/countrysidemap/

The PROW data remains OGL. This has been discussed numerous times, on 
numerous forums.
