[Talk-GB] Tagging "Shared space" roads (Preston City Centre)

The government document on Shared Spaces shows that they can take many
forms, one of which is a Home Zone. The "High Street" type is still a
street intended for through traffic, but with certain characteristics
that emphasis the shared use, such as no kerbs or planters forming
chicanes. As such I think it would be better to model "shared space" as
an attribute of a highway, rather than a distinct type of highway in its
own right. It may still be a Primary or Trunk, despite the fact that a
(short) section may be constructed as a shared space. 

So "shared_space=yes" would be my suggestion at the moment.
