[Talk-GB] The "heath mapper in Wales" is back

Hi everyone,

Back in February there was a discussion here about problems by large 
heath areas added by a "new" user -

The same problem is happening again.  It's a different user account, but 
their mapping and the way that they do it is similar enough to suggest 
that it may be the same person (as the previous account was also - 
https://lists.openstreetmap.org/pipermail/talk-gb/2017-February/019903.html 
).

I've commented on a couple of the "heath" changesets - most recently 
http://www.openstreetmap.org/changeset/51682044 .  A full list of 
comments on changesets by this user can be seen at 
http://resultmaps.neis-one.org/osm-discussion-comments?uid=5296090 .

I'm not very familiar with the Welsh areas mapped, and it'd be helpful 
if people who are can look at the changes and explain in changeset 
discussions what's wrong (and also what's right).  That will both help 
this mapper better understand how they're doing and other mappers 
understand what needs fixing.

Separately to this, they did get a DWG block from me for not responding 
to changeset discussions 
(http://www.openstreetmap.org/user_blocks/1443).  Given that they have 
replied at least once I don't think the problem is not seeing the 
messages - I suspect they're just ignoring them and either just don't 
want to respond or have problems responding.
