I'm not sure about agreement, but I've been mapping these as an
amenity=post_office node in the appropriate location (usually within
another OSM way for the building) with appropriate opening_hours=* tag. I
think that's an accurate tagging description, at least for the times it's
open. The fact that it's only part time can be deduced programmatically
from the opening hours.
I've armchair-mapped such branches based on the address in the POL data and
the host building being already mapped in OSM. This means I haven't
necessarily got the location within the building right, but I figured it
would be close enough to be useful, and it would be better having the
branch mapped approximately than not at all. In such cases I've usually
left a fixme=* note for someone to check the precise location in the
building.
