Hi Ian,

Good that you identified OSM as a key part in this project.

As noted on the forum, you probably want to avoid adding access=yes. The
access tags (access, vehicle, motor_vehicle foot, etc) are a hierarchy as
shown in the diagram linked below. Adding access=yes would imply that all
other access types down the hierarchy are also yes unless explicitly set to
some other value.

Generally I would recommend adding the designation tag (the legal status)
and only adding access tags if you know them 100% on a case by case basis.
The example here is whether a path can be used by cyclists. These tend to
be on a case by case basis and are not necessarily implied by the right of
way.

P.s. anyone know why that access hierarchy is not on the English wiki page?
It's so much easier to grasp than text alone.
