Whoa. Nope.

There is no precedent in OSM for local chapters dictating what can be mapped
in a country. None. The Local Chapters agreement
(https://wiki.osmfoundation.org/wiki/Local_Chapters/Template_agreement)
doesn't admit any such possibility.
