Another overpass option is to search on a particular date, for example:

[date:"2018-09-04T00:00:00Z"];
node({{bbox}});
out geom;

(that's saved as https://overpass-turbo.eu/s/Jhf )

These sorts of searches should work back to 2012 I think?
