So we need a more abstract concept like "War Cemetery": 

war_cemetery=cwgc 

or 

war_cemetery:cwgc=yes 

I suspect the CWGC don't "own" or "operate" many of these (shared)
locations or graves - they would just be cataloguing the facts.
