[Talk-GB] Street-name toids

I am using the UPRN data in QGIS and checking each manually on 
https://osg.scot/portal/ (e.g. UPRN: 137090388). That of course does not 
identify if it is historic and what it is assigned to (the UPRN open 
data is a point not polygon)
