Another problem in relation to OSM is  that it is likely that the 
network is subjective, so there would be no ground truth for the 
network, as against the individual paths.

Whilst they could overlay it on OSM, they would need to fund their own 
servers. If OS are giving them free hosting, it might avoid the costs 
and technical learning curve needed in hosting the map overlay themselves.
