[Talk-GB] COVID road changes

LB Southwark have just made some ETOs which explicitly mention the
London Streetspace programme in the London Gazette announcement. The
orders come into force on 2020-06-25 and expire on 2021-12-29.

This could be a good opportunity to work out how to tag the changes.
