[Talk-GB] barrier=kent_carriage_gap

I know of one that existed in Kent a while back (I'm not sure whether
it's there or not at the moment).

From memory it was on either of these:

Perhaps even the node common to the two, given that that's the point
that it switches between being a Restricted Byway and a BOAT.

However, from a quick look through the history, I can't see any tagging
there for it.
