[Talk-GB] Stile tagging in StreetComplete (dog_gate=yes/no on all stiles?)

I would suggest that dog_gate/guillotine is implicitly no, and therefore
only necessary to add them if they exist. The fraction of stiles I've seen
them on is quite small, and this would be normal OSM practice, and is
relevant when tags are not editor supported, because *=no tags can get
ignored on updates.

I'm not sure how StreetComplete works, but if it will continually ask
whether a stile has a dog gate then perhaps tag explicitly.

Whilst I'm here: I'd like to mention locked gates. John Stanworth has been
mapping them a lot round Sheffield & we plan to discuss them tomorrow night
during our on-line meeting.
