[Talk-GB] Stile tagging in StreetComplete (dog_gate=yes/no on all stiles?)

StreetComplete expects that no matter which option will be selected by user something can be
tagged (except extremely rare cases where user will leave note and something will be changed,
removing situation that triggered quest).

That means if tagging dog_gate=no on all stepover stiles without dog gates is not wanted,
then such quest cannot be added to SC.

So for roads with missing surface user has option to select surface from list, split road into parts
if surface changes along way or answer with a note that has attached photo (for example
"this road is not existing at all").

This works if people are fine with tagging explicit surface tag on every single road.

And for example in case of `barrier=yes` nodes user is supposed to select one of values in the list
and if none matches, then leave a note (preferable with a photo) allowing other mappers 
to specify it.

This is a not yet released quest, interface shown at 
https://github.com/streetcomplete/StreetComplete/pull/2753#issuecomment-821894098
(there are some extra detail - barrier=yes with also say leisure=picnic_table is skipped,
note that only nodes with barrier=yes generate this quest, user also has an option
to answer that there is no barrier here and SC will handle removal

This works if people are fine with retagging all barrier=yes into more specific values.
