[Talk-GB] Stile tagging in StreetComplete (dog_gate=yes/no on all stiles?)

Yep, I think dog=yes would be redundant on ways, but when talking about
stiles it seems valid to have a valid purpose distinct from the physical
presence of a dog gate.
