[Talk-GB] UPRN to postcode lookup

My thanks to Simon for his responses in this thread. It's so nice to come
back from a break and find that the work has already been done! :-)

As for the MVT format, I am only just starting to get to grips with this. I
have figured out how to add MVT layers in JOSM but not yet found out how to
apply styling to them. It must be possible as I think the mapillary layer
is now a styled MVT layer. I am hoping that I can set some styling on the
data side which will then work in both JOSM and Vespucci (when available).
Any pointers in the right direction would be much appreciated. Simple
styling of lines and text is all that I will need. This current dataset is
hosted on Mapbox (as that's on their free allowance so no cost for testing)
but likely to move elsewhere in the future.

Finally, as requested, I have increased the text size a bit. Hopefully that
helps.
