As I think I've mentioned before, I would very much prefer the final
part of the tag name to refer to the dataset/database rather than the
dataset owner. I think this makes more sense semantically. It's also
likely that some organisations will maintain multiple datasets, and we
would need to distinguish between those. I don't know about the other
counties, but for listed buildings in England, the dataset is the
National Heritage List for England [1], which I'd probably abbreviate
to NHLE. Hence, I'd go for ref:GB:nhle=12345.
