Specifically I assume it is Alexandria Road you are talking about?

There's no fixed rule about residential/unclassified/tertiary like
there is for other roads but that's pretty clearly not tertiary in
my opinion.

Tertiary is typically used for through roads that go somewhere but
aren't otherwise classified and that road is clearly not intended
as anything other than access to/part of a residential area.
