Hi Andrew,
My understanding is that the environment agency can have certain areas nominated as ‘reservoir’ as part of a flood defence scheme. Despite not being watered most of the time.
e.g.

Subject: [Talk-GB] Mapping reservoirs
Most reservoirs in the UK are tagged natural=water (in common with other water areas), usually qualified with water=reservoir [https://taginfo.openstreetmap.org.uk/tags/water=reservoir]. Some, however, are tagged landuse=reservoir instead [https://taginfo.openstreetmap.org.uk/tags/landuse=reservoir]. Is there any need to keep the landuse=reservoir tag or should everything go under natural=water?
