It looks about 5.8, 1.6 is the offset for Bing imagery there.

Safest, but very slow. Perhaps start with a mass-select of an area that you
can still see building alignments for? If they were all done by one person
at the same time they probably have the same offset. You can always undo
a shift before committing the edit. But you'll still need
to manually review, and fix the roads and paths.
The Parcels layer is also very helpful for getting footpaths in housing
aligned (and spotting missing ones).
