[Talk-GB] Ways with path vs footway

As others have replied, highway=footway is only for footpaths, not
paths that you can cycle on.

So when I'm mapping from aerial imagery and I don't know access rights
I use highway=path. That can then be updated updated to foot=* and
bicycle=* when known (or highway=footpath/highway=cycleway).

If I know something is pedestrian only (like a sidewalk) I map
highway=footpath footpath=sidewalk. And occasionally you can see the
cycle way paint from imagery, in which case I'd map highway=cycleway.
But when I don't know, it's highway=path.
