[Talk-GB] How to tag Citizens Advice

What is the best way to tag Citizens Advice? I've noticed that my local one
and many others that have already been mapped are tagged as
office=government. However it is an independent charity so office=charity
feels more appropriate unless there is a better tag?

Once we've established a consensus I'll create a preset in the NSI.
