[Talk-GB] NaPTAN updating for new bus stops

Hi Chris,

I have, in the past, downloaded the latest NaPTAN data in a relatively easy
way to consume.(the zipped .csv format IIRC).

This may well seem like overkill for 4 stops, but as I no longer have a
current version, I've downloaded it anyway & extracted those stops
and saved them as Geojson
<https://gist.github.com/SK53/692c34603057e0c69723da22964652ec> which can
be read by Potlatch, iD and JOSM (although I don't know how to convert to
OSM elements in iD).

Oddly enough we touched on the value of maintaining deltas between versions
of open data in our online meeting last night: Naptan stops would be
another candidate.
