Hi

addr:terrace: This should be used as a supplement to addr:street. The 
name of the road is different & there can be multiple terraces per 
street. I'm struggling to concur that addr:place is better.

In your Devizes (Similar to Ms Minnelli, with a z) example I see 'Elm 
Court' as the building name not, place. You even describe it as a building.

General comment: OSM shouldn't become beholden to Royal Mail. They are 
just one of many delivery services.
