To me that's the wrong way round.

The general rule is that addr:street is the street the
building is on - that applies worldwide and isn't something
we should be changing to deal with UK peculiarities.

Where something like a terrace name is needed it should
be a separate tag like addr:terrace I would think.

Where the dependant street is actually a side road
rather than a terrace it's not clear to me that we
actually need the name of the "parent" street - to
be honest I'm not really sure why RM use it in those
cases unless the name of side street was ambiguous
in a given area?

Is dependant street also used for blocks of flats? I'm
not really sure how RM handle that but I usually map
that as addr:housename and addr:flats with the parent
street as addr:street in line with the above rule about
that being the street the building is on.
