It works but it is still not the intended use for addr:place.

I don't think a set of addr:uk:* tags will improve the usefulness of the
data. And the situation in the UK isn't that far from the address
standards used in OSM to merit a completely separate tagging.
For example, I would always expect addr:city to contain the postal town.
Your situation there isn't different from the US here, where postal
towns are quite different from administrative boundaries. If you intend to
also tag the geographical village (and I clearly see the use-case for
that in the UK), consider using the set of  is_in:* tags instead.
