That might be the case, but you are not designing something from 
scratch. Except if you expect everybody (and more than 100'000'000 
existing addresses in OSM) to change (that is processing software etc 
etc) after more than a decade of use just because of something that you 
consider an architectural wart, you are going to be on your own with the 
shiny new UK system.

which is what the current system is based on is clear that it is 
intended for postal addresses.
