The significance is that the East Midland Airport and Donington Park
are in Leicestershire, although have Derbyshire postal addresses. 

I can remember them being in the news at the time they were first put
up. They are to inform people of where they are, local pride, and to
inform people that they are not in Derbyshire. Leicestershire does get
a raw deal with Royal Mail's addressing of some of its major
attractions in other counties.
