See? This is the problem of 'beholden' I'm talking about.
The address should be a 'man on the Clapham omnibus' format - When you
ask a college for their address so you can send them a Christmas card,
they give the city they live in, not where the nearest sorting office is.
Whether one delivery service wishes to internal interpret it differently
is up to them. It is of no concern to OSM.
Other delivery services will have different distribution locations.
