I don't think this is directly a problem. We can have one OSM object
for the boundary of the common, and other objects for the different
vegetation and landuse areas within it. However, it does seem a bit
odd to have an object with just designation=common and name=* without
any other primary tag to say what sort of thing it actually is. Also,
as a result of this, while the physical/landuse regions would get
rendered, the common itself (and thus its name) probably won't.

I had a quick look around for any existing tagging that might be
suitable for a Registered Common or Village Green. It's maybe not 100%
aligned with the tag's original idea, but I wonder if
boundary=protected_area might be suitable:

Common Land and Village Greens are certainly protected from various
developments that their owners would otherwise be able to do. See e.g.
https://www.gov.uk/guidance/carrying-out-works-on-common-land .
However, I'm not sure what the rendering status is of this on the
default map -- I think it may only extend to the nature reserve
protect_class values. But using it might be a step in the right
direction...
