[Talk-GB] Tagging "free for first N hours" car parks

How are we tagging car parks at places like supermarkets and shopping
malls, where parking is free for the first couple of hours or so, but
then a penalty fee applies, enforced by one of those dodgy companies
who act like it's a fine?

And what about the same, but where there is an alternative option to
pay & display for longer periods?

One feature of both is usually that there are bays reserved for blue
badge holders, but that time limits and charges still apply.

How are we adding the name of the enforcing company?

I'm prompted to ask, in part, because StreetComplete keeps asking me
to give a binary "yes/no" answer to "Do you have to pay to park here".
If there is an agreed tagging scheme, I might suggest the task be
improved, or expanded.
