[Talk-GB] Can we tag the Imber roads better with access:conditional?

The Okehampton tank road (as I remember it from hiking round there)
resembles the byways on Salisbury Plain rather than the (concrete) Imber
road in both availability (open on all non-firing days, rather than a
few fairly predictable days/year), gates or lack of, and
surface/condition - only just passable in a normal car with care.
The other day I went on from Imber to the byways - probably the only
time a BMW has tucked in to let me overtake on a pushbike - but he was
trying to protect the sump of his shiny 4-series. He made it through
eventually.
