[Talk-GB] Mapping veg box collection points

It's only a start but I have added a collection locker for Growing
Communities: https://www.openstreetmap.org/node/8310724717

I used an amenity type of parcel pick up as was suggested on the Loomio
list. The actual set up is a row of lockers that subscribers of the scheme
have a combination code for.
