[Talk-GB] Mapping parklets

That's a chicken-and-egg situation; editors (as well as renderers, routers
and apps) are unlikely to support a tag until they see that it has
sufficient usage in the database. Since a parklet isn't a *type* of outdoor
seating - it may have seating, but then again, it may not - I'd say that
tagging as leisure=outdoor_seating would be incorrect in the general case.
