[Talk-GB] Tags for a pay what you can cafe?

I'm not sure "soup_kitchen" is ideal (though it may be the best we've 
got at the moment), at least for some of these cafes.

The ones I've seen have been intended to attract everyone, so that the 
better-off customers pay something similar to commercial prices, or a 
little more, subsidising those who can't.  In other words it would need 
a hypothetical "social_facility:for=everyone". If they were thought of 
as soup kitchens and only for the needy, they'd lose a major income stream
