[Talk-GB] difference between bicycle and MTB cycle routes

On a highway=cycleway, segregated=no and the various
width/est_width/cycleway:width/cycleway:est_width might help if an average
delay for avoiding dog walkers was applied, but that assumes a standard
number of dogs per mile!
