[Talk-GB] Completeness of cadastral parcel data

As well as Tower Hamlets, I've just noticed that Wandsworth is also missing.

(It would be easier to spot these issues if tiles were available at
lower zoom levels, and it's generally not a huge storage hit to add
lower zooms.)
