[Talk-GB] Companies House Open Data CC-BY not OGL (belated realisation)

It's been a while since I looked at the Companies House Open Data page
<https://data.gov.uk/dataset/4462e41a-7413-4359-97f5-420b6ca5f9c0/basic-company-data>
(I downloaded this long ago), and I was a bit surprised to notice that the
current version of the data is licensed CC-BY and not with OGL. It is also
referred to as free "Basic Company Data".
The OSM wiki
<https://wiki.openstreetmap.org/wiki/Contributors#Companies_House> also
thinks it is OGL data, but Will Philips at OSM-Nottingham usefully provides
a link to an FOI request

which, sort of, clarifies the situation: although if the data are not owned
by Companies House its not clear that CC-BY is any better or worse than
OGL.Presumably the wiki page needs appropriate updating.
As this is ancient history, I've not been able to trace any contemporaneous
commentary about the data & specifically its licensing. I rather suspect
there was a bit more than the brief exchange
