I think I wrote some of the text in "Unmaintained Public Highways" on 
https://wiki.openstreetmap.org/wiki/Key:designation#Rights_of_way_in_England_and_Wales 
and it was really no more than an attempt to document how people were 
mapping them at the time that I wrote it.  I have no particular 
attachment to the way that that paragraph is currently written, and 
don't particularly disagree with anything on 
https://wiki.openstreetmap.org/wiki/User:Rjw62/PRoW_Tagging .

Since then, in mid-2018 I went through all the designations in use in 
the UK that might fit in that bucket and came up with the list at 
https://github.com/SomeoneElseOSM/SomeoneElse-style/blob/master/style.lua#L574 
.  The results of that are visible at 
https://map.atownsend.org.uk/maps/map/map.html#zoom=16&lat=-24.98976&lon=135.11001 
.  I'm not sure who else is using UCR information for rendering/routing 
- probably a few, but I suspect not many.
