The gov recommendations are interesting, as far as I can remember
Sheffield is full of the "lozenge" tactile paving, and the Isle of
Wight has basically no tactile paving at bus stops.

Looking at taginfo gb [1] it says tactile_paving=yes is actually more
common than tactile_paving=no. (67% vs 32%). However that's a bit
misleading as that includes crossings. So using overpass turbo in GB
there are 7398 nodes with highway=bus_stop and tactile_paving=no vs
1337 nodes with highway=bus_stop and tactile_paving=yes.

So it's about 5 times more likely to be tactile_paving=no. If people
wanted I'm sure Tobias Zwick would disable this quest here, but I think
it's useful data even though it is lopsided, plus individuals can
disable this quest if they feel it is a waste of time.
